Article R4216-18 of the French Labour Code

Irrespective of the application, where applicable, of the rules specific to residential buildings, offices or buildings open to the public, fixed installations for heating and hot water supply must not present a risk to the health and safety of workers.
These installations must be designed in such a way as not to increase the risk of fire or explosion inherent in the building’s activities, not to cause the emission of dangerous, unhealthy or annoying substances and not to cause burns or discomfort to workers.
The terms of application of these provisions are specified by joint order of the ministers responsible for labour, agriculture and construction.
