Article R4251-3 of the French General Code of Local Authorities

The objectives for the economical management of space and the fight against the artificialization of land are defined and are broken down territorially by considering:

1° The issues involved in preserving, enhancing, restoring and restoring natural, agricultural and forestry areas and ecological continuity;

2° The land potential that can be mobilised in areas that have already been developed, in particular by optimising density, urban renewal and the redevelopment of derelict land;

3° The balance of the territory, taking into account urban centres, infrastructure networks and the challenges of opening up rural areas;

>The demographic and economic dynamics of the area
4° Foreseeable demographic and economic trends, particularly in the light of available data and the needs identified in the territories;

Les objectifs en matière de gestion économe de l’espace et de lutte contre l’artificialisation des sols sont définis et sont territorialement déclinés en considérant :


1° Les enjeux de préservation, de valorisation, de remise en bon état et de restauration des espaces naturels, agricoles et forestiers ainsi que des continuités écologiques ;


2° Le potentiel foncier mobilisable dans les espaces déjà artificialisés, en particulier par l’optimisation de la densité, le renouvellement urbain et la réhabilitation des friches ;


3° L’équilibre du territoire, en tenant compte des pôles urbains, du maillage des infrastructures et des enjeux de désenclavement rural ;


4° Les dynamiques démographiques et économiques prévisibles au vu notamment des données disponibles et des besoins identifiés sur les territoires.
