Article R431-20 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Subject to the exception provided for in article R. 426-3, the residence permit is issued by the prefect of the département in which the foreign national resides and, in Paris, by the prefect of the police.

For the application of article L. 433-1, foreign nationals applying for the issue of a residence permit receive information relating to the conditions to which this issue is subject and their obligations to comply with checks and summonses. This document is signed by the foreign national when the residence permit is issued.

Sous réserve de l’exception prévue à l’article R. 426-3, le titre de séjour est délivré par le préfet du département dans lequel l’étranger a sa résidence et, à Paris, par le préfet de police.



Pour l’application de l’article L. 433-1, l’étranger qui sollicite la délivrance d’un titre de séjour reçoit une information relative aux conditions auxquelles cette délivrance est subordonnée et à ses obligations de déférer aux contrôles et aux convocations. Ce document est signé par l’étranger lors de la remise du titre de séjour.
