If the foreign national is already residing in France, his application must be submitted within the following time limits:
1° A foreign national who holds a residence document referred to in 2° to 8° of Article L. 411-1 applies for a residence permit between the one hundred and twentieth day and the sixtieth day prior to the expiry of this residence document when the application is for a residence permit on the list mentioned in Article R. 431-2. If their application is for a residence permit not included in this list, they must submit their application during the two months preceding the expiry of the document they hold;
2° No later than the day before their nineteenth birthday, for the foreign national mentioned in Articles L. 421-22, L. 421-23, L. 421-26 to L. 421-29, L. 421-30 to L. 421-33, L. 423-14, L. 423-15, L. 423-21, L. 423-22, L. 424-1, L. 424-3, L. 424-24 or L. 426-1 ;
3° At the latest, two months after the date of their eighteenth birthday, if they do not meet the conditions for the issue of one of the residence permits mentioned in 2°.
An application for a residence permit made by a person who has lost French nationality must be submitted no later than two months after the date on which the loss of nationality became enforceable against them.
The provisions of 1° do not apply to foreign nationals holding long-term resident-EU status granted by France pursuant to articles L. 421-12, L. 421-25, L. 424-5, L. 424-14 or L. 426-17.
