Article R431-9 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The issue or renewal of a residence permit to a foreign national is subject to the collection, when the application is submitted, of information concerning the foreign national which must be mentioned on the residence permit in accordance with the model provided for in article R. 431-1, as well as the taking of digitised images of the foreign national’s photograph and, unless physically impossible, the fingerprints of the foreign national’s ten fingers for the purpose of registration in the automated processing system mentioned in article R. 142-11.

La délivrance ou le renouvellement du titre de séjour à un étranger est subordonné à la collecte, lors de la présentation de sa demande, des informations le concernant qui doivent être mentionnées sur le titre de séjour selon le modèle prévu à l’article R. 431-1, ainsi qu’au relevé d’images numérisées de sa photographie et, sauf impossibilité physique, des empreintes digitales de ses dix doigts aux fins d’enregistrement dans le traitement automatisé mentionné à l’article R. 142-11.
