Article R4332-16 of the French General Code of Local Authorities

For the application of Article L. 4332-7, total revenue means the sum of actual operating revenue and actual investment revenue.

Actual operating and investment revenue for the regions means all operating and investment revenue for the financial year resulting in actual movements, as recorded in the management accounts.

Actual operating income is made up of the income recorded in the income accounts, plus the amounts recorded in the expense mitigation accounts and minus the amounts recorded in the accounts showing, income mitigation, write-backs of depreciation, amortisation, impairment and provisions, income from the disposal of fixed assets, differences on negative realisations written back to the income statement, the share of investment grants transferred to the income statement, expense transfers, contract work and changes in inventories.

Actual investment income comprises income recognised in the accounts for investment grants and funds, investment subsidies, investments in subsidiaries and affiliates, other long-term investments and income from the disposal of fixed assets.

Pour l’application de l’article L. 4332-7, les recettes totales s’entendent de la somme des produits réels de fonctionnement et des produits réels d’investissement.

Les produits réels de fonctionnement et d’investissement des régions s’entendent de l’ensemble des produits de fonctionnement et d’investissement de l’exercice entraînant des mouvements réels, tels que constatés dans les comptes de gestion.

Les produits réels de fonctionnement sont constitués des produits comptabilisés dans les comptes de produits, majorés des montants comptabilisés dans les comptes d’atténuations de charges et minorés des montants inscrits dans les comptes retraçant, les atténuations de produits, les reprises sur amortissements, dépréciations et provisions, les produits des cessions d’immobilisations, les différences sur réalisations négatives reprises au compte de résultat, la quote-part des subventions d’investissement transférée au compte de résultat, les transferts de charges, les travaux en régie et les variations de stock.

Les produits réels d’investissement sont constitués des produits comptabilisés dans les comptes retraçant les dotations et fonds d’investissements, les subventions d’investissement, les participations et créances rattachées à des participations, les autres immobilisations financières et les produits des cessions d’immobilisations.
