Article R4533-6 of the French Labour Code

The Regional Director for Business, Competition, Consumption, Labour and Employment may, at the request of the project owner, exceptionally grant exemptions from:
1° The access rules provided for in article R. 4533-2 when the configuration of the worksite or its isolation prevents either the construction of all or part of the roads provided for in that article, or compliance with the conditions laid down therein;
2° To the connection rules provided for in articles R. 4533-3 and R. 4533-4 when there is no drinking water or electricity distribution network near the worksite.

Article R4533-6

Le directeur régional des entreprises, de la concurrence, de la consommation, du travail et de l’emploi peut, sur la demande du maître d’ouvrage, accorder des dérogations à titre exceptionnel :
1° Aux règles d’accès prévues à l’article R. 4533-2 lorsque la configuration du chantier ou son isolement s’oppose soit à l’aménagement de tout ou partie des voies prévues à cet article, soit au respect des conditions fixées par celui-ci ;
2° Aux règles de raccordement prévues aux articles R. 4533-3 et R. 4533-4 lorsqu’il n’existe pas de réseau de distribution d’eau potable ou d’électricité à proximité du chantier.
