The Chief Executive prepares the budget of the public institution and submits it to the Supervisory Board for adoption within a timeframe that enables it to be implemented on 1st January of the financial year to which it relates.
The budget thus adopted is submitted to the Minister for the Economy for approval. It is deemed approved in the absence of an express decision by the Minister within one month of its transmission.
Where the Minister requests additional information or documents in writing, this period is suspended until such information or documents are produced.
If the budget has not been adopted by the Supervisory Board or approved by the Minister for the Economy by the start of the financial year, the Chief Executive Officer shall temporarily implement the budget required to ensure the continuity of the public institution’s activities, within the limits of the last approved budget for the previous financial year.
Amending budgets are prepared, adopted and approved under the same conditions as the initial budget.
