Article R5211-29 of the French General Code of Local Authorities

When the commission is set up by the prefect, and after each general renewal of the municipal councils, the members of the commission appoint by secret ballot and by an absolute majority a general rapporteur and two assessors from among the members of the commission elected by the representatives of the mayors. If, after two rounds of voting, no candidate has obtained an absolute majority, a third round is held and the election takes place by relative majority.

Within two months of its installation, the members of the departmental commission for inter-municipal cooperation approve a set of rules of procedure defining the commission’s operating rules.

Lors de l’installation de la commission par le préfet, et après chaque renouvellement général des conseils municipaux, les membres de la commission désignent au scrutin secret et à la majorité absolue un rapporteur général et deux assesseurs parmi les membres de la commission élus par les représentants des maires. Si, après deux tours de scrutin, aucun candidat n’a obtenu la majorité absolue, il est procédé à un troisième tour et l’élection a lieu à la majorité relative.

Les membres de la commission départementale de coopération intercommunale approuvent dans les deux mois suivant son installation un règlement intérieur définissant les règles de fonctionnement de la commission.
