Article R5215-10 of the French General Code of Local Authorities

In urgent cases and at the request of the chairman of the community council, the prefect may authorise the urban community to begin carrying out certain operations for which it is responsible pursuant to the provisions of this sub-section.

En cas d’urgence et sur demande du président du conseil de communauté, le préfet peut autoriser le commencement d’exécution par la communauté urbaine de certaines opérations qui sont à sa charge en application des dispositions de la présente sous-section.
