Article R5215-3 of the French General Code of Local Authorities

For the application of article L. 5215-29 :

– An operation is considered to be a coherent whole of such a nature as to be put into service without any additions;

– An operation is considered to have been decided upon when the preliminary project and the financing plan have been adopted by a decision of the municipal council that became final before the date of transfer of competences.

Article R5215-3

Pour l’application de l’article L. 5215-29 :

– est considérée comme opération un ensemble cohérent et de nature à être mis en service sans adjonction ;

– est considérée comme décidée l’opération dont l’avant-projet et le plan de financement ont été adoptés par une délibération du conseil municipal devenue définitive avant la date de transfert des compétences.
