Article R5215-8 of the French General Code of Local Authorities

Within sixty days, the community council deliberates on the operations for which the urban community assumes responsibility as well as on the conditions of their financing.

It also sets the list of operations that have not been the subject of a beginning of execution that it agrees to have carried out by the communes.

Dans un délai de soixante jours, le conseil de communauté délibère sur les opérations dont la communauté urbaine assume la prise en charge ainsi que sur les conditions de leur financement.

Il fixe également la liste des opérations n’ayant pas fait l’objet d’un commencement d’exécution qu’il accepte de voir réaliser par les communes.
