Article R563-3 of the French Monetary and Financial Code

After notification and publication of the prohibition order, the Minister for the Budget shall send the persons referred to in Article L. 563-1 a decision to suspend the execution of all fund transfer orders on the accounts it identifies as belonging to the person or persons referred to in the order. This decision shall be executed without delay.

However, a person referred to in Article L. 563-1 is not bound by this obligation if it does not have information enabling it to ensure that the holder of the account designated to it is indeed the subject of a prohibition order as provided for in Article R. 563-2. In this case, it shall immediately inform the Minister responsible for the budget.

Article R563-3

Après la notification et la publication de l’arrêté d’interdiction, le ministre chargé du budget adresse aux personnes mentionnées à l’article L. 563-1 une décision de suspension de l’exécution de tout ordre de transfert de fonds sur les comptes qu’elle identifie comme ceux de la ou des personnes visées par l’arrêté. Cette décision est exécutée sans délai.

Toutefois, une personne mentionnée à l’article L. 563-1 n’est pas tenue à cette obligation si elle ne dispose pas des informations lui permettant de s’assurer que le titulaire du compte qui lui a été désigné est bien l’objet d’une décision d’interdiction prévue par l’article R. 563-2. En ce cas, elle en informe sans délai le ministre chargé du budget.
