Article R613-30 of the French Intellectual Property Code

A copy of the licence application is notified by the Minister responsible for industrial property to the owner of the patent and, where applicable, to the licensees of the said patent. The latter shall have a period of two months from receipt of the notification to submit their observations to the said Minister.

Copie de la demande de licence est notifiée par le ministre chargé de la propriété industrielle au propriétaire du brevet et, le cas échéant, aux titulaires de licences dudit brevet. Ceux-ci disposent d’un délai de deux mois à compter de la réception de la notification pour présenter leurs observations audit ministre.
