Article R6132-13 of the French Public Health Code

I.-The founding agreement defines the composition and operating rules of the territorial committee of local elected representatives. The mayors of the municipalities in which the establishments belonging to the grouping have their headquarters, the representatives of the elected representatives of the local and regional authorities on the boards of directors of the medico-social establishments or services belonging to the grouping, the chairman of the strategic committee, the directors of the establishments belonging to the grouping, the chief medical officer of the armed forces hospital associated with the grouping and the chairman of the medical board or the medical commission of the grouping are members by right.

II – The territorial committee of local elected representatives assesses and monitors the actions implemented by the grouping to guarantee equal access to safe, high-quality care throughout the grouping’s territory. Its other tasks are defined in the founding agreement.

I.-La convention constitutive définit la composition et les règles de fonctionnement du comité territorial des élus locaux. Les maires des communes sièges des établissements parties au groupement, les représentants des élus des collectivités territoriales aux conseils d’administration des établissements ou services médico-sociaux parties, le président du comité stratégique, les directeurs des établissements parties au groupement, le médecin-chef de l’hôpital des armées associé au groupement et le président du collège médical ou de la commission médicale de groupement en sont membres de droit.

II.-Le comité territorial des élus locaux évalue et contrôle les actions mises en œuvre par le groupement pour garantir l’égalité d’accès à des soins sécurisés et de qualité sur l’ensemble du territoire du groupement. Ses autres missions sont définies dans la convention constitutive.
