Article R6145-54 of the French Public Health Code

The accounting posts of public health establishments are the responsibility of the decentralised departments of the Directorate General of Public Finance.

For large establishments or groups of establishments, as well as for establishments that are party to a regional hospital community agreement, designated by order of the ministers responsible for the budget and health, a specialised accounting post may be created.

Expenses relating to the operation of hospital accounting posts are borne by the general State budget.

Les postes comptables des établissements publics de santé relèvent des services déconcentrés de la direction générale des finances publiques.

Pour les établissements importants ou groupes d’établissements ainsi que pour les établissements parties à une convention de communauté hospitalière de territoire, désignés par arrêté des ministres chargés du budget et de la santé, il peut être créé un poste comptable spécialisé.

Les dépenses afférentes au fonctionnement des postes comptables hospitaliers sont à la charge du budget général de l’Etat.
