The matter is referred to the commission by a request lodged with the secretariat either by the applicant or by a proxy with proof of authority. The request may also be sent by registered letter with acknowledgement of receipt.

La commission est saisie par une demande déposée au secrétariat soit par le requérant, soit par un mandataire justifiant d’un pouvoir. La demande peut être également adressée par lettre recommandée avec demande d’avis de réception.
