The rapporteur shall investigate the case by all means likely to enlighten the Disciplinary Board; he shall draw up a written report containing a statement of the facts and the arguments of the parties and shall forward it to the chairman of the Disciplinary Board.
If the rapporteur has relied on new information to investigate the case, the Chairman must order the documents used to be communicated and postpone the date of the Disciplinary Board meeting so that the practitioner has additional time, the duration of which is set by the Chairman, to prepare a defence.
The rapporteur attends the meeting of the Disciplinary Board in an advisory capacity and reads out his report in the presence of the practitioner concerned and, where applicable, the defence counsel assisting him. He may provide any additional observations.
