The Board may only validly deliberate if at least two thirds of its members, including the Chairman or his alternate, are present. If this quorum is not reached, a new notice is sent within eight days to the members of the Board, which then sits validly if at least half of its members, including the Chairman or his alternate, are present.
Voting is by secret ballot.
If several disciplinary sanctions are envisaged during the course of the deliberations, the most severe sanction shall be put to the vote first. A penalty may only be imposed by an absolute majority of the members present.
In the event of a tie, the matter is discussed again and a second ballot is held. If, in the second ballot, the votes are still equally divided, the penalty is not imposed and the Chairman puts a less serious penalty to the vote.
