When, less than four months before the end of the period during which an assignment is being sought, the practitioner has been presented with less than three offers of employment that satisfy the conditions mentioned in the second paragraph of article R. 6152-50-5, the Director General of the National Management Centre may decide, after obtaining the opinion of the Director of the host establishment, to appoint a surnumerary in accordance with the procedures defined in the fourth paragraph of article 116 of law no. 86-33 of 9th January 1986 on the statutory provisions relating to the hospital civil service. This appointment must correspond to the person’s personalised career development plan and take into account his/her family situation and place of habitual residence. The Centre National de Gestion will continue to provide regular individual monitoring and support for the practitioner who has been placed on secondment. The period during which the practitioner is seeking an assignment is, in this context, extended beyond two years to allow for the application of the second paragraph of article R. 6152-50-5.
Practitioners who have not been offered three jobs before the end of their assignment search period are kept in this situation for periods that may not exceed six months, after receiving the opinion of the national status commission. In this case, the assignment search period ends under the conditions laid down in article R. 6152-50-5 after application, where applicable, of the provisions of the first paragraph, when the staff member has accepted a job offer or refused a third job offer in accordance with the provisions of the same article.
The Director General of the Centre National de Gestion presents an annual report on the management of hospital practitioners seeking employment to the National Joint Consultative Committee.
