For the application of the provisions of II of article 9 bis of law no. 83-634 of 13th July 1983 on the rights and obligations of civil servants, the proportion of women and men represented within each section of the national statutory commission is assessed on 1st January of the year of the ballot. It is determined and posted on the website of the Centre national de gestion no later than four months before the date of the ballot.
Each list of candidates includes as many names as there are posts to be filled, full members and alternates, for a given section without mention being made for each of the candidates of the status of full member or alternate.
It includes a number of women and a number of men corresponding to the proportion of women and the proportion of men represented within each section of the national statutory commission. This number is calculated on the basis of all the candidates on the list. When the application of these provisions does not result in a whole number of candidates to be designated for each of the two sexes, the number is rounded down or up as appropriate.
The same candidate may not be presented by several lists.
Each list includes the surname and first name of a list delegate, whether or not a candidate, designated by the trade union organisation to represent the list in all electoral operations. The organisation may appoint an alternate delegate.
The submission of each list is accompanied by a declaration of candidacy signed by each candidate, which includes his/her surname and forename as well as the ballot and section for which he/she is standing.
The lists may be common to several trade union organisations.
