When the ballot takes place by post, the ballot papers, envelopes and supporting documents are produced by the administration at its own expense. Only electoral material supplied by the administration may be used.
Each ballot paper is placed in a double envelope. The inner envelope must bear no words or distinguishing marks. The outer envelope shall bear the words: “Elections to the National Statutory Commission”, the college and voting section concerned, the address of the polling station, the surname, first name and signature of the voter. The envelopes are sent at the expense of the administration.
The counting of votes begins with a census. The electoral list is signed off as each outer envelope is opened and the inner envelope is placed, unopened, in the ballot box containing the voters’ votes. The following envelopes shall be set aside and not counted:
1° Envelopes that reach the polling station after the close of the ballot;
2° Envelopes that do not include the voter’s surname and first name written legibly and the voter’s signature;
3° Envelopes that are received in several copies under the signature of the same voter;
4° Envelopes that include several inner envelopes;
5° Inner envelopes that are not blank of any annotation.
Votes corresponding to these envelopes are declared void.
The polling station shall count the ballot papers contained in each ballot box separately. Ballot papers which do not comply with the provisions of article R. 6156-52 or which contain annotations or erasures shall not be valid.
