I.-The joint regional commission attached to each director general of a regional health agency comprises twenty-eight members divided into two colleges:
1° A college representing the medical, odontological and pharmaceutical staff of public health establishments practising within the remit of the regional health agency, comprising fourteen members:
a) Twelve representatives of the staff mentioned in article R. 6156-3, appointed by the trade unions represented on the Higher Council of Medical, Odontological and Pharmaceutical Staff in Public Health Establishments, in proportion to the number of votes obtained by each of them in the elections to this Council, with the remainder being distributed on the basis of the highest average;
b) Two representatives of postgraduate students, appointed by the Director General of the Regional Health Agency on the recommendation of postgraduate students sitting on the councils of training and research units linked by agreement to public health establishments.
2° A college representing the public health establishments located within the jurisdiction of the Regional Health Agency, comprising fourteen members appointed by the organisations most representative of these establishments at national level:
a) Seven directors or deputy directors of public health establishments;
b) Seven chairmen or members of the establishment’s medical commission.
II. – The Director General of the Regional Health Agency is appointed by the Director General of the Regional Health Agency.The Director General of the Regional Health Agency chairs the Regional Joint Committee, without taking part in the voting.
III -The full representatives on the Regional Joint Committee have an equal number of alternates, appointed under the same conditions.
IV -The full members and alternates are appointed for a period of four years.
V.-The procedures for appointing members and the operating procedures of the joint regional commission are set out in an order issued by the Minister for Health.
