Article R623-1 of the French Intellectual Property Code

The application for a plant variety certificate shall be filed at the headquarters of the national plant variety authority. The application may also be filed by sending it to the national plant variety authority either by registered post with a request for acknowledgement of receipt or by a message using any teletransmission method, in accordance with the procedures laid down by the head of the national plant variety authority to guarantee in particular the security of the sending.

La demande de certificat d’obtention végétale est déposée au siège de l’instance nationale des obtentions végétales. Le dépôt de la demande peut aussi résulter d’un envoi fait à l’instance nationale des obtentions végétales soit par pli postal recommandé avec demande d’avis de réception soit par un message utilisant tout mode de télétransmission, selon les modalités fixées par le responsable de l’instance nationale des obtentions végétales pour garantir notamment la sécurité de l’envoi.
