A copy of the application for a plant variety certificate is given to the applicant at the time of filing, bearing a visa certifying the day and time of filing of the application and including a registration number.
Where the filing is made by post or teletransmission, the copy of the application intended for the applicant may be sent to him by the same means. The date and time of filing are then those of receipt at the headquarters of the national plant variety authority of the envelope or message containing the application; if payment of the fees due at the time of filing is not made until later, the date of filing of the application transmitted by post or by teletransmission is that of such payment and the time of filing is that of the closing, on that day, of the headquarters of the national plant variety authority. The application is declared inadmissible if the payment is not made within two months of receipt of the application at the headquarters of the national plant variety authority.
