Article R623-29 of the French Intellectual Property Code

From the day of publication in the Official Bulletin, any person may inspect the plant variety certificate as entered in the National Register of Plant Variety Certificates at the headquarters of the national plant variety authority. They may obtain extracts from the Register at their own expense. He may also inspect the documents in the file relating to the application and the examination procedure or obtain a copy thereof at his own expense and, in general, receive all information on the variety in question, subject to any special measures that may be decided by the national plant variety authority to safeguard the breeder’s rights in respect of varieties whose commercial production requires the repeated use of one or more other varieties.

A partir du jour de la publication au Bulletin officiel, toute personne peut prendre connaissance au siège de l’instance nationale des obtentions végétales du certificat d’obtention végétale tel qu’il est inscrit au Registre national des certificats d’obtention végétale. Elle peut se faire délivrer à ses frais des extraits de registre. Elle peut également prendre connaissance des pièces du dossier relatives au dépôt, à la procédure d’examen ou en obtenir reproduction à ses frais et, d’une manière générale, recevoir toutes informations sur l’obtention dont il s’agit, sous réserve des mesures particulières susceptibles d’être décidées par l’instance nationale des obtentions végétales pour sauvegarder le droit de l’obtenteur sur les variétés dont la production commerciale exige l’emploi répété d’une ou plusieurs autres variétés.
