In accordance with the decree provided for in article R. 6312-21, an agreement is concluded between the health establishment where the emergency medical aid service is based, the most representative departmental emergency medical transport association and the fire and rescue service. This agreement is subject to approval by the director general of the regional health agency and the prefect of the department.
In particular, it specifies:
1° The missions and commitments of each of the parties involved;
2° The organisational procedures put in place to ensure that the response time complies with the patient’s needs as assessed by the emergency medical assistance service;
3° The quality approach to which the medical transport companies are committed, particularly with regard to:
a) Patient care protocols;
b) The equipment to be carried in the vehicles;
c) The procedures for reporting, analysing and jointly dealing with undesirable events relating to patient care;
d) The organisation and monitoring of the training planned to ensure the ongoing training and maintenance of the skills of the staff of healthcare transport companies in the field of emergency healthcare transport, with the aim of improving the quality of patient care and ensuring that techniques are kept up to date in the light of current scientific knowledge;
4° The procedures for organising and implementing relay practices between the fire and rescue service and medical transport companies;
5° The procedures for exchanging information and data between the emergency medical assistance service, the fire and rescue service and the ambulance coordinator;
6° Indicators for monitoring and evaluating the organisation, activity and quality implemented.
