Article R6312-23-2 of the French Public Health Code

The organisation of on-call duty and urgent medical transport as defined in articles R. 6312-17-1 and R. 6312-18 is monitored every six months by the medical transport sub-committee of the committee referred to in article R. 6313-1, which involves the local health insurance organisations. In particular, it includes the monitoring of detailed data on urgent medical transport as defined in article R. 6312-17-1, and on ambulance unavailability and shortages as defined inarticle L. 1424-42 of the General Local Authorities Code.

This monitoring enables the adequacy of the system to be assessed in relation to the health needs of the population, as well as its impact on the fire and rescue service and, if necessary, the system to be revised.

The regional health agency communicates the annual report for each department to the minister responsible for health and the minister responsible for civil protection.

L’organisation de la garde et des transports sanitaires urgents définis aux articles R. 6312-17-1 et R. 6312-18 fait l’objet d’un suivi semestriel par le sous-comité des transports sanitaires du comité mentionné à l’article R. 6313-1, qui y associe les organismes locaux d’assurance maladie. Il inclut notamment le suivi de données détaillées sur les transports sanitaires urgents définis à l’article R. 6312-17-1, les indisponibilités et les carences ambulancières définies à l’article L. 1424-42 du code général des collectivités territoriales.


Ce suivi permet notamment d’apprécier l’adéquation du dispositif aux besoins sanitaires de la population ainsi que son impact sur le service d’incendie et de secours et, le cas échéant, de réviser ce dispositif.


L’agence régionale de santé communique le bilan annuel par département au ministre chargé de la santé et au ministre chargé de la sécurité civile.
