The application for authorisation to put a healthcare vehicle into service provided for in article R. 6312-36-1 may be submitted by any person holding an authorisation provided for in article L. 6312-2 on the basis of the identification by the healthcare transport sub-committee of a need in an on-call sector.
The person submitting the application must provide proof:
1° By any means whatsoever of the actual use of the ambulances for which it already has authorisations to place in service;
2° Of the adequacy between the number of its staff making up the crews of the medical transport vehicles on the list provided for in article R. 6312-17 and the total number of authorisations to place vehicles in service that it is requesting;
3° Its commitment to respect the exclusive use of a non-quota authorisation to place vehicles in service for emergency medical assistance.
To be accepted, the application must specify the identity of the applicant and the proposed location. It includes the administrative documents needed to check that the vehicle complies with the characteristics required for vehicles assigned to land medical transport in application of the order provided for in article R. 6312-8. It is sent to the Regional Health Agency by any means that confirms the date of transmission.
From the date of receipt of the complete application, the agency has two months to examine the application for authorisation to put the vehicle into service. On expiry of this period, if the Regional Health Agency remains silent, the application will be rejected.
