Article R721-20 of the French Monetary and Financial Code

The Institut d’émission d’outre-mer opens current accounts with the French Treasury, credit institutions and post and telecommunications offices.
The Supervisory Board may authorise any other body or person to open an account with the Institut.
Accounts opened with credit institutions, post and telecommunications offices and the bodies and persons mentioned in the previous paragraphs may not be in debit.

L’Institut d’émission d’outre-mer ouvre des comptes courants au Trésor, aux établissements de crédit et aux Offices des postes et télécommunications.
Le conseil de surveillance peut autoriser tout autre organisme ou toute autre personne à ouvrir un compte à l’Institut.
Les comptes ouverts aux établissements de crédit, aux Offices des postes et télécommunications et aux organismes et personnes mentionnés aux alinéas précédents ne peuvent être débiteurs.
