The number and areas of competence of the sections and the number of their members, including the number of outside figures, are set, on a proposal from the Economic, Social, Environmental, Cultural and Education Council, by an order of the representative of the State. External members are appointed on the basis of their expertise by the President of the Economic, Social, Environmental, Cultural and Education Council after consulting the Bureau and the President of the Assembly of Martinique. An order of the State representative records these appointments. The president of the Economic, Social, Environmental, Cultural and Education Council, after receiving the opinion of the bureau, forwards to the presidents of the sections the requests for opinions that fall within their area of competence. He shall forward to the competent authority the opinions and reports drawn up by the section(s), together with the opinion of the Economic, Social, Environmental, Cultural and Education Council. Subject to the provisions of article R. 7226-3, the term of office of the members of a section is three years, renewable. The expiry of the term of office of the members of the Board terminates that of the members of the sections.
