The inaugural meeting of the Economic, Social, Environmental, Cultural and Education Council is chaired by the oldest member, with the youngest member acting as secretary.
During this first meeting, the Council deliberates on the provisions of its rules of procedure relating to the procedures for electing its chairman and the members of the bureau.
After the vote on this deliberation, the Council elects its chairman.
Then, under the chairmanship of the chairman of the Economic, Social, Environmental, Cultural and Education Council, the members of the bureau are elected.
The bureau is set up as a preparatory committee to draw up the rules of procedure, which must be submitted to the Economic, Social, Environmental, Cultural and Education Council for deliberation within one month of its installation.
