The election of members of the National Council shall be by first-past-the-post ballot.
Voting shall be by postal ballot. Ballots must reach the Chairman of the National Council within ten days of the date on which the ballot opens; at the end of this period, the ballot is closed.
Each ballot paper shall be sent in a double envelope; the inner envelope, which contains the ballot paper, must be closed and bear no distinguishing marks; the outer envelope marked “elections” shall bear the name and signature of the voter and contain the inner envelope and a copy of an identity document; ballot papers contained in irregular envelopes shall be invalid; the same shall apply to any ballot paper which has been crossed out, altered or overwritten.
As and when they arrive, the outer envelopes are placed in a ballot box; after the close of the ballot, the office of the National Council proceeds to the counting operations in the presence of any commercial court clerk wishing to attend. After their removal from the ballot box, the outer envelopes are opened, the voter’s name is marked on the voters’ list and the inner envelope is reinserted in the ballot box; when all the inner envelopes have been replaced, the ballot papers are counted.
The results are immediately declared and a report of the operations is drawn up by the President of the National Council.
