The members of the national conciliation commission representing shipowners and seagoing personnel are appointed for three years by order of the Minister responsible for the Merchant Navy, on the proposal of the most representative trade union organisations at national level.
The members of the regional conciliation commissions are appointed under the same conditions, on the proposal of the most representative trade union organisations at regional level.
To this end, these organisations submit to the Minister, for each of the two types of navigation, lists containing double the number of names of the full and alternate members to be appointed.
The shipowners’ and seafarers’ representatives on the regional commissions are chosen from among the shipowners and seafarers who actually carry out their professional activity in the area covered by the commission.
Twice as many alternate members as full members are appointed under the same conditions. An alternate member may only sit in the absence of the full member.
