When the parties concerned take the initiative to have recourse to the regulatory conciliation procedure, the most diligent party sends the Minister or the Director of Maritime Affairs concerned a request for conciliation drawn up on plain paper and setting out the points to which the dispute relates.
The Director of Maritime Affairs will forward the request to the Secretary of the relevant Commission.
When the Minister or the Director spontaneously refers the matter to the Commission, he or she shall send the Commission a written communication setting out the subject of the dispute.
The aforementioned requests and communications must be entered on their date in a register kept at the Ministry of the Merchant Navy or in each Directorate of Maritime Affairs.
