The National Conciliation Commission, which has its headquarters at the Ministry of the Merchant Navy, has jurisdiction over collective disputes affecting the entire national territory or several Directorates of Maritime Affairs.
Any regional or local dispute may be referred to it directly by the Minister responsible for the Merchant Navy, either on his own initiative or on the proposal of any Director of Maritime Affairs, or at the request of the parties or of one of them, taking into account the importance of the said dispute, the particular circumstances in which it occurred and the number of workers involved.
