Article R743-176 of the French Commercial code

The compensation that may be due between public or ministerial officers, former public or ministerial officers who have not yet been replaced or their successors, other than those mentioned in article R. 743-169, as a result of changes in territorial jurisdiction, shall, in the absence of agreements between the interested parties under the supervision of the Keeper of the Seals, Minister of Justice, be fixed and distributed in accordance with the procedure followed in the event of the closure of public and ministerial offices.

Les indemnités qui peuvent être dues entre les officiers publics ou ministériels, les anciens officiers publics ou ministériels non encore remplacés ou leurs ayants droit, autres que ceux qui sont mentionnés à l’article R. 743-169, en raison des modifications de compétence territoriale, sont, en l’absence de conventions intervenues entre les intéressés sous le contrôle du garde des sceaux, ministre de la justice, fixées et réparties suivant la procédure suivie en cas de suppression d’offices publics et ministériels.
