Article R743-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

On pain of inadmissibility, the application shall state the grounds on which it is based, be dated and signed, as appropriate, by the foreign national or his representative or by the administrative authority that ordered the detention.
When the application is made by the administrative authority, it shall be accompanied by any useful supporting documents, in particular a copy of the register provided for in article L. 744-2.
When the application is made by the foreign national or his representative, the contested decision shall be produced by the administration. The same applies, at the request of the liberty and custody judge, to the copy of the register.

Article R743-2

A peine d’irrecevabilité, la requête est motivée, datée et signée, selon le cas, par l’étranger ou son représentant ou par l’autorité administrative qui a ordonné le placement en rétention.
Lorsque la requête est formée par l’autorité administrative, elle est accompagnée de toutes pièces justificatives utiles, notamment une copie du registre prévu à l’article L. 744-2.
Lorsque la requête est formée par l’étranger ou son représentant, la décision attaquée est produite par l’administration. Il en est de même, sur la demande du juge des libertés et de la détention, de la copie du registre.
