In each place of detention, internal regulations, the models of which are set, for detention centres and premises, by joint order of the Minister for Immigration and the Minister for the Interior, organise daily life, in conditions consistent with the dignity and safety of its occupants. In particular, it sets out the rights and duties of foreign nationals held in detention, as well as the practical arrangements for them to exercise their rights. The internal regulations are drawn up by the person in charge of the detention centre and approved by the territorially competent prefect.
The internal regulations are translated into the most commonly used languages designated by an order of the minister responsible for immigration. A copy in French and translated into these languages shall be displayed in the common areas of the detention centre.
