In each department, a prefectoral order, published in the Recueil des actes administratifs, appoints:
1° On a proposal from the department’s association of mayors, from among the members of the deliberative bodies of the department’s communes and public establishments for inter-communal cooperation, up to a limit of three persons per category, the persons mentioned in f and g of 1° of II of Article L. 751-2 and to f and g of 1° of IV of the same article. Where there is more than one association, these persons are appointed by agreement between the presidents of the associations of mayors in the département or, failing agreement, by the Prefect. Their three-year term of office is renewable once. It ends as soon as their elected office ceases;
2° On the respective proposals of the Paris Council, the Mayor of Paris and the Ile-de-France Regional Council, within the limit of four persons per category, the arrondissement councillors, deputy mayors and regional councillors mentioned in c to e of 1° of III of Article L. 751-2. Their three-year term of office is renewable once. It ends as soon as their elected office ceases;
3° The councillor to the Corsican Assembly mentioned in e of 1° of IV of article L. 751-2, titular, or one of his alternates, elected in the same way within the limit of three persons. Their three-year term of office is renewable once. They cease to hold office as soon as they cease to be elected.
4° The qualified persons mentioned in 2° of II, 2° of III and 2° of IV of Article L. 751-2. Their three-year term of office is renewable. If they lose the capacity by virtue of which they were appointed, or in the event of resignation, death or moving outside the borders of the department, their replacement is appointed, without delay, for the remainder of their term of office.
5° The qualified persons mentioned in 3° of II, 3° of III and 3° of IV of article L. 751-2. Their three-year term of office is renewable. If they lose the capacity by virtue of which they were appointed, or in the event of their resignation, death or removal outside the boundaries of the département, their replacement is appointed without delay, for the remainder of their term of office. In territories where the interests of commerce, industry, services, trades, the liberal professions and agriculture are grouped within joint consular chambers, the qualified persons mentioned in 3° of II, 3° of III and 3° of IV of article L. 751-2 may come from the same chamber.
