The authorisation application comprises two parts.
The first part gives details identifying the applicant, the products whose wholesale is envisaged, the surface areas envisaged by the project as well as, where applicable, the surface areas currently operated by the applicant and the specific technical constraints of its project.Attached to this part of the authorisation application are documents attesting to the applicant’s registration in the Trade and Companies Register or an equivalent registration in a foreign country.
The second part sets out the conditions under which the proposed premises will be built and operated. The following are specified under this heading, so as to enable the competent authority to assess the foreseeable effects of the project in terms of spatial planning and sustainable development:
1° The compatibility of the modes and flows of transport induced by the facility’s activity with existing transport routes and vehicle flows;
2° The accommodation capacities for loading and unloading goods;
3° The waste and wastewater treatment conditions;
4° The energy consumption of the wholesaler and potential buyers;
5° The impact on landscapes and ecosystems.
This second part is accompanied by an indicative plan showing:
1° In the case of new construction or conversion of premises, the projected sales area and its location;
2° In the case of extension, the sales area currently operated and the projected sales area and their location.
An order of the ministers responsible for trade and agriculture specifies the procedures for submitting the authorisation application and the supporting documents it must include.
