Article R77 of the French Code of Criminal Procedure

Before drawing up bulletin no. 1 for a natural person, the department responsible for the automated national criminal record checks the identity of the person concerned using the information communicated by the National Institute of Statistics and Economic Studies pursuant to Article R. 64. If the result of this examination proves negative, he shall enter in the body of the bulletin, to the exclusion of any other mention, the indication “No applicable identity”.

If the person concerned was born outside mainland France, if his or her place of birth is unknown or if he or she is under twelve years of age, the department will write “Identity not verifiable by the department” on bulletin no. 1.

Avant d’établir le bulletin n° 1 d’une personne physique, le service chargé du casier judiciaire national automatisé vérifie l’identité de l’intéressé au moyen des informations communiquées par l’Institut national de la statistique et des études économiques en application de l’article R. 64. Si le résultat de cet examen s’avère négatif, il inscrit dans le corps du bulletin, à l’exclusion de toute autre mention, l’indication ” Aucune identité applicable “.

Si l’intéressé est né hors de la France métropolitaine, si son lieu de naissance est inconnu ou s’il est âgé de moins de douze ans, le service inscrit sur le bulletin n° 1 ” Identité non vérifiable par le service “.
