The regional council shall deliberate on the request for classification or declassification of a market of national interest after having obtained, under the conditions provided for in article R. 761-3, the opinion of the commune(s) or public establishment(s) for inter-communal cooperation in which the market is located. In application of the first paragraph of article L. 761-2, the development and management of the Paris-Rungis market of national interest are organised by the State.

The municipalities or public establishments for inter-municipal cooperation on whose territory the market is located shall themselves determine, or delegate to the region the power to determine, the arrangements for the development and management of the market. Each of these tasks may be carried out by a public authority or delegated.

The tariff of fees or contributions of any kind collected by the manager is established either by the board of directors or by the deliberative body acting in its stead. The manager brings this tariff to the attention of users.

The market manager draws up an annual report under the conditions provided for in article L. 1411-3 of the Code général des collectivités territoriales and forwards it to the communes and the établissements publics de coopération intercommunale on whose territory the market is located, to the regional council and to the prefect.
