Article LO6353-3 of the French General Code of Local Authorities

The individual powers of the Executive Councillors are exercised within the framework of decisions taken by the Executive Council. Each Executive Councillor is responsible to the Executive Council for the management of the affairs and, where applicable, the operation of the departments falling within the administrative sector for which he is responsible pursuant to Article LO 6352-3.
