The communes that are departmental capitals are placed under the State police regime.
The State police system may be established in a commune or in a group of communes forming an urban area when the following two conditions are met: 1° The population of the commune or group of communes, assessed taking into account the size of the seasonal population, is greater than 20,000 inhabitants; 2° The characteristics of delinquency are those of urban areas. The state police regime may be abolished in the same way as provided for in article R. 2214-2 for its establishment when the conditions set out in this article are not met.
