To compile the fraud statistics referred to in Article L. 141-4, issuers of means of payment shall send the necessary information to the Payment Security Observatory. The Observatory shall issue recommendations to harmonise the methods of calculating fraud on the different types of means of payment. The Minister for the Economy may refer a matter to the Observatory for an opinion, setting a deadline for its response. Opinions may be made public by the Minister.
