Chapter IIa: Emergency evacuation of victims by approved civil protection associations

When they carry out emergency evacuations of people who are victims of accidents, disasters or catastrophes as part of rescue operations or as an extension of preventive rescue measures, in accordance with articles L. 725-4 and L. 725-5 of the FrenchInternal Security Code, the crews and vehicles used by approved civil protection associations meet the conditions laid down in this chapter.

The persons making up the crews of the vehicles of approved civil security associations belong to the following categories: 1° Holders of the ambulance driver’s state diploma instituted by the minister responsible for health; 2° Persons holding the “level 2 team first aid” teaching unit provided for by the order mentioned inarticle 10 of decree no. 91-834 of 30 August 1991 as amended relating to first aid training; 3° Persons…

The crews of approved civil security associations are made up of at least two people belonging to the categories of personnel mentioned in article R. 6312-45, at least one of whom belongs to the categories mentioned in 1° or 2° of this article.

The vehicles of approved civil protection associations are subject to the provisions of the articles mentioned in article R. 6312-9.

Approved civil protection associations use first aid vehicles, known as “VPSPs”, the minimum standards for which are set by order of the Minister for the Interior.
