Article L1311-9 of the French General Code of Local Authorities

Projects for property transactions referred to in article L. 1311-10 must be preceded, prior to any amicable agreement, by a request for an opinion from the competent State authority when they are pursued by local authorities, their groupings and their public establishments. The provisions of the first paragraph do not apply to local public establishments approved to carry out credit transactions and to land consolidation associations and their unions.
