Section 2: Financial provisions

The municipal council or the Paris council votes on capital expenditure, after consultation with a committee known as the “equipment programming conference” made up of the mayor of the municipality or the mayor of Paris and the mayors of the arrondissements. An appendix to the budget and an appendix to the municipal or Paris account describe, by arrondissement, the municipality’s capital expenditure.

The special statement for each arrondissement provided for in article L. 2511-37 an investment section for the investment expenditure referred to in the fifth and sixth paragraphs of article L. 2511-16. The total operating expenditure and revenue of each arrondissement council is entered in the budget of the commune or the City of Paris. The operating expenditure and revenue of each arrondissement council are detailed in a document known as a “état spécial d’arrondissement”. The special arrondissement statements are appended to the budget of the Commune or City of Paris.

The operating revenue available to the Borough Council consists of a local management allocation and a local entertainment allocation. The local management grant is allocated for the exercise of the powers provided for in articles L. 2511-11 to L. 2511-21, L. 2511-24, L. 2511-26 and L. 2511-28 to L. 2511-31. Where the arrondissement mayor has not sent the mayor of the municipality or the mayor of Paris the special statement within one month of the notification referred to in article L. 2511-40, this statement is drawn up by the municipal council or by the Paris council.

The arrondissement mayor commits and authorises expenditure entered in the special statement once it has become enforceable, in accordance with the rules applicable to expenditure authorised by the mayor of the commune or by the mayor of Paris. If the arrondissement mayor fails to authorise a compulsory expenditure provided for in the budget, the mayor of the commune or the mayor of Paris gives him formal notice to do so….
