Section 1: Policy

In the départements of Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne, the representative of the State in the département is responsible for policing the public highways on main roads, including with regard to freedom and safety, in addition to the policing powers exercised in communes where policing is state-run in accordance with articles L. 2214-3 and L. 2214-4.

In the communes of the departments of Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne, the mayors remain responsible, under the supervision of the representative of the State in the department and without prejudice to the attributions, both general and special, conferred upon them by the laws, for everything that concerns communal roads, the freedom and safety of the public highway, the establishment, the upkeep and conservation of communal buildings, cemeteries, promenades, squares, streets…
